FDA Proposes New Regulations of Foreign Tobacco Factories

The FDA says that it wants to level the playing field between domestic and foreign manufacturers of tobacco products. While some cigar factories might not have to comply with the proposed rule, much of the handmade cigar industry would be subject to more record-keeping and FDA inspections.
