Idaho Enacts Law Clarifying Mobile Cigar Retail and Event Permitting

House Bill 817 (HB 817) has been signed into law in Idaho, establishing new statutory clarity around mobile cigar retail operations and temporary cigar-related events. Brad Little signed the measure on April 2, 2026, following its passage in both chambers of the legislature.

The new law revises existing Idaho statutes governing the sale of cigars and related products by introducing several key definitions, including:

  • “Cigar-related products,” encompassing accessories such as humidors, cutters, and similar items
  • “Mobile cigar retailer,” referring to businesses that sell cigars from a vehicle or other non-fixed location
  • “Designated cigar garden,” defined as a temporary, outdoor, age-restricted space for cigar-related events

In addition to these definitions, HB 817 clarifies the permitting requirements applicable to both mobile cigar retailers and designated cigar gardens, providing more explicit regulatory guidance for these activities.
