Dueling Proposals Could Dramatically Change New York’s Cigar Taxes

Five different bills have been introduced that could change New York’s taxes on cigars. Two would establish a tax cap of 50 cents—a major win for cigar smokers—while the others call for increasing the tax on cigars to either 95 percent or 129 percent of the wholesale price.
